Semen in female firefighters pants results in charges

What is the purpose of someone doing this?

He already beat it once, then the judge forced him to beat it a second time. Sounds like double jeopardy to me.

What in the actual frick? I mean, Jesus. Is it the thrill that these bubbas are seeking? I do not get it.
You may remember a few years ago when a New Orleans area lawyer got caught inseminating a dress of a female colleague that was hanging in her office.
