and "secure" does not mean "leave in an unattended vehicle." Dumbass acquaintance got his truck broken in overnight, and "they stole my pistol." Now another gun is in the hands of some thug

you better make sure he reports it stolen, I had that happen when my house was broken into 5 or 6 years ago and did not. I had a home visit from the ATF last year that made me pee my pants when they knocked. It ended up being my gun was used in a shooting in mexico and they had some questions but obviously when my alibis to not being the shooter matched up I was left alone. Still that gut wrenching feeling when you get a knock at your door from the ATF is one I never want to feel again

What do you describe as responsible actions necessary to secure a handgun in one owns vehicle?

There should be some civil exposure for your friend if someone is injured with that weapon. 10% of any judgement should be about right.

FFL keeps records for 10 (I think) years. Even though there isn't a gun registry, they can track a gun you bought through a FFL.

Exactly the information they tell you they do not keep. The fedgov has a list. Sure, the FLL is required to keep it, but don't be naive, fedgov keeps it too.

Yeah I'm sure they do. The FFL is only one that's supposed to keep who they sold to and destroy it after a certain time period
