i do'nt know what his reasonings are behind having to be 19, but i like 19 being the drinking age.
18 year olds are still in high school.

I can see them creating a provision saying that your drinking license has to be on you at all times while drinking, even though it could be attached as an endorsement on your license, and if you don't have it on you, you'll be fined.

That’s exactly the reasoning. It takes the stigma off of it. People can’t say oh lord you want to let high schoolers drink.
