Nah man, she was training, and the guy she was training with abandoned her when SHTF. All of the other officers on the call with them also decided to take off and let her die.
Then, all of the subsequent officers (probably most of the department and SWAT) showing up made the decision that she wasn't worth enough to go save, so they also made the decision that she should die.
If it were my department, I'd clean house

Sounds like they were in a fricking warzone man. I'm sure they wanted to get her out of there but were having to take cover from the gun fire. You ever been in the sights of active gunfire?
