20 year exp Heavy Equipment guy here....
You can get this off, no problem....the folks recommending Kroil are halfway there.
Mix Kroil with ATF, slather the concoction liberally on all bolts. Let it sit for an hour and Voila! They will come right off.
It’s how I get rusted exhaust manifold bolts off.

Go get yourself a HD spray bottle, automatic transmission fluid and acetone. Mix 50/50, spray on the bolts and let it sit. Maybe do 2 rounds... this mixture is better than any rust bolt breaker ever.
Chances are you once you get it turning itll either strip the threads on the bolt or shear the bolt in half.
Just make sure you have replacements

Muffler shop will cut them off. They aren't going to PB blast or kroil anything. Ain't nobody got time for that.

Heat them up, or cut them off. When I do exhaust bolts, I end up cutting them 50% of the time. An impact will work on them sometimes, but the nuts will be smoking by the time they come off

Just tear them off. There’s no point in putting rusted bolts back on. They are brittle and will eventually break anyway. And the splash guards on these cars is held in by plastic push pins which are incredibly easy to remove and reinstall. I’d highly advise buying one either off oemacuraparts.com or from the stealership.

Soak them in Kroil penetrating oil. Then if they still wont come off put a torch on them then when you take the torch off hit them with the Kroil again. The nut and bolt will expand at different rates breaking the corrosive bond and creating a gap for the oil to creep into.

Order you a dewalt 20v 1/2” impact. That is a bad mother fricker.
