I think the point to this weapon is survivability and assurance of a successful strike. Bombers can be shot down and even missiles can be intercepted and shot down as well. If (and this is a big if) they can launch this thing out in the gulf of Mexico towards a target like New Orleans, off the coast of New York, or at the mouth of the Potomac towards DC, I don't think there's anything that could be done to stop it. Thus, this weapons system, if it ever is deployed and actually works, would give Russia an almost 100% chance at successfully launching a devastating nuclear strike on the United States if they ever chose to do so.

I doubt it can go that fast as well. That's an absurdly high rate of speed for anything that moves through the water. But even if it can't go that fast, once launched, how could it be intercepted?

nuclear torpedoes are not new technology. Placing a dirty bomb warhead may be a new development but torpedoes with nuclear warheads have long been part of the two superpower's nuclear arsenal.

It's called "supercavitation" and the technology has been tested and proven for years
basically you create an air bubble that the torpedo rides in negating hydrostatic drag

The Russians came very close to launching a nuke torpedo during the Cuban Missle Crisis. PBS had a documentary about it not long ago.
