This seems like a odd case. You always hear of these rub & tug places getting busted. They round up the whores and haul them off and next week the place is back open. You never hear of the customers being arrested. How are they even going to prove that anything other than a simple massage happened? Did they have cameras in the rooms watching these guys?

None of which is evidence that all them girls were sex slaves. Your reading a news article on an Agency who sole purpose to get a warrant to search and arrest massage parlors. Of course they're going to assume that some or all are sex slaves.
