Rode a bike.
Rode a motorcycle.
Walk over there.
Could be a boyfriend of someone who lives or relative who works there.

This is actually a very good guess. I have no idea if it is actually what happened or not, but every violation has pictures taken of it, and this looks like the shitty pictures they take.
Also, tickets are still issued every night after 4PM. The zones are not restricted, but you must have a pass to park on campus, and this thug wouldn't have had a pass and may have been parking illegally, which would lead a parking enforcement officer to ticket him even though it was after 4PM.
You may be on to something.

I thought anyone could park anywhere after hours or on the weekends. That's we did in school when we had people over at dorms or when we had a road trip on the weekends. we'd leave our cars in a vacant lot.
ETA - that may just be on the weekends. Think you still have to have a pass during the week, you're right
