Lincoln suspended habeas corpus, Boston police entered homes with zero warrants and zero probably cause after the marathon bombing, New Orleans citizens had guns stolen from them during Katrina, doctors randomly tested diseases on Tuskegee, Alabama citizens without their knowledge, abortions have been performed on citizens without their approval, ect ect.
To trust the government to maintain the bill of rights, especially during a disaster type situation, is foolhardy at best.
