Yep, ramping up war with Russia is suicide. Sure, we'll destroy them but they'll do the same.

You have to have the right tool for the job. The Russian Navy only has a few of those "tools" at its disposal so they have to move them from wherever they are at any given time.
The Northern Fleet's home port is Severomorsk.
