This is a state wide issue and it is why the budget is so messed up. We protect construction spending and let contractors with connections go nuts.

If the show is implying that Nagin's illegal activity only started post-Katrina then they are way wrong. My friend's FIL was complaining years before that about Nagin and his people requiring payoffs for every city contract.
