A few thoughts.
1. If Elvis could afford a Convair 880 (ex-Delta), why can't Drake afford a 762?
2. The jet may have been "free" (I doubt it), but that custom interior cost millions upon millions. Aircraft interiors have to be certified as safe, using fire resistant materials and meeting G-load requirements.
3. Used 767s aren't that expensive. Here's a slightly larger 767-300 offered for sale for $11 million. And a VIP 762ER.
4. One advantage to operating a 767 is that there are still many of them flying, and even new freighters and USAF tankers being delivered, so parts are readily available. I wonder if he's going to have it maintained by Delta Tech Ops in Atlanta?
5. Still, operating costs are going to be a horrendous ongoing expense.

May own it or being allowed to lease it through an ambassadorship program for the company. Somewhat common thing to see with private jets.
