One of the stupidest things I've ever seen.
I know one of the DOTD engineers who came up with this. He is not the brightest crayon in the box.

They are called Metering Lights. They do serve a purpose and are used all over the country.

LA DOTD Link

However, I agree with many posters. They should be used strategically by both install location and the amount of traffic. They are not right of way devices, only to meter the amount of merging traffic.

For example, if I’m the first in line on a merge lane and it’s red, I’m not stopping.

If I self space my distance without the need of the light, I’m also not stopping.

So, I gather from other responses, these are traffic lights for the on-ramp to the interstate? That's ridiculous if so.

There are red lights on the merge lane to the interstate? And y'all wonder why traffic is bad?

Yes, especially when the ramp has two lanes narrowing to one, before merging onto the interstate. The light blink on and off to basically stagger the cars as they try to merge onto the interstate. It sounds stupid, but it actually helps. They have them in many places in Atlanta. Merging into traffic in Atlanta is not too bad because most people understand what is going on and will let you in. Try that in Baltimore or Philadelphia or around DC. They often won't let you in, even if they could easily move over.

I was skeptical at first too, but I've seen it help on I285 in Atlanta.

If idiots learned how to merge there wouldn't be a need for these bullshite lights.

Maybe 5% of the population understands the concept of match speed and filter. 45% of people are assholes who won't let anyone merge in "their" lane, 45% of the people fricking stop and block an entire lane while trying to merge and then 5% of the people won't let anybody in ever and stop and block traffic... that might be higher.

Prime example is the loop from 12 to 10 going towards Essen. Everyone in the exit only lane wants to merge left, everyone in the other lane wants to merge to get on Essen. Dumbasses stop on the interstate in both lanes and hold up traffic for miles instead of matching speed and swapping places. I stay in the middle or left lane pass all the stopped traffic and it is easy to merge a couple hundred feet down the road... if everyone would merge properly it would solve a huge BR traffic issue right there.
