I am in IT.
Once tendered a contract to hire offer, what is the best way to attempt to negotiate that offer directly into a permanent role?
I've tried this before with no success

In IT they want to see if you know what you're doing. Hence the reason for the contract period. Too many people can bullshite their way thru an interview.
