OP is not old enough to remember the Pat Benatar fashion stage.

Kinda, kinda not. Women have always wanted to dress in new fashions with individual styles. It’s just much easier today. 30-40 years ago you had to go to department stores and had a limited selection. Now you can buy 17 different wardrobes at the push of a button. You see a diversity of style, which leads to More individual looks. It’s not because women changed, it’s because shopping did.
This. More options and it’s easier to cycle through those options.
OP, I’m sure you’ll remember that nearly every woman absolutely hates showing up somewhere and seeing another woman wearing what she’s wearing. This has been true for generations.

I remember that women tended to just wear jeans, tennis shoes, and a polo shirt like guys did, just more feminine versions.
The 1980s would like to have a word with you.
Unlike any previous time (at least in the modern period), what we see more of is women getting nose piercings, lip piercings and visible tats. I have no idea how they think any of that is attractive.

i was in kindergarten in 1993 and see a lot of the same styling going on now. there is definitely some sort of 90s vibe going on today in the world of "fashion".

Low rise jeans of the 90s took a full 180 and went high wasted mom jeans. fricking terrible.
Having said that I hope the style is high wasted when my daughter gets older.

Good answer. More affordable also overall.

but it occurred to me recently that I don't remember things being that way when I was a teenager / young adult. I remember that women tended to just wear jeans, tennis shoes, and a polo shirt like guys did, just more feminine versions
Are you sure this wasn't just how your mom, and sisters dressed. So you assumed that's how everyone dressed?

I remember that the Pat Benatar look was a thing for some girls.
There are three girls at Ridgemont who have cultivated the Pat Benatar look.
