Charles were to have to die for anyone to be eligible to be called "Queen Mother" and yes, you are correct, that title would be reserved for the biological mother I believe.

"Queen Regnant" - a queen ruling in her own right and not due to marriage (i.e. Elizabeth II)

"Queen Dowager" - widow of a king
"Queen Mother" - a queen dowager who is the mother of the reigning monarch
