Are there any other neighbors affected? It'd help if multiple people start pressuring the cops to do something.
I'd also have the largest speaker aimed at his house anytime I wasn't home, playing this on repeat, turned up to 11.

If he drinks and drives this is easy…… he’ll even if he drives in general. Wait til he leaves and follow him. Call the cops with his license plate number and say u think he is driving under the influence and is a serious risk to him and others. Give his location. Cops should come …… hopefully he is “under the influence”.

this should be the OPs first solution. couple DUI and he will stop that shite quickly.
if that doesnt work.....then escalate like i said.

I had the same issue once.
Wake up 10 minutes early and run a chainsaw. If he comes out all sleepy just remind him that you start your day early.
Also get a loud fan for your room.

Getting the cops involved for such an insignificant matter seemed like a big waste of their time. It just seems that's the only route, LEGALLY, I can take. I'm not trying to go to jail for beating up some old man over music.
Can't get him for DUI, that was my first though when this all started. He doesn't drive, doesn't own a car...he barely leaves the house. He is a drunk that sits inside all day smoking cigs and listening to music.

12 volt battery to a adjustable 555 timer switch.
Power from the battery right to a 12 volt ignition coil of a vehicle.
Wire from the ignition coil negative to an 555 pulsing timer.
Output of coil into a bare copper 10 gauge wire looped into a semicircle. Gap at the end for the spark to jump.
Wiring can be researched online. Not giving specifics. But easy.
Place in empty beer box right next to wall stereo is on. Or whatever trash box a 60 year old drunk has around. Get as close to stereo as possible.
Flip on. Enjoy screeching from both stereo and owner.
When music stops. Grab box and scram.
Another thing you can do is get a cheap CB radio, a strong linear amplifier, a tone generator, and a long cord antenna.

OP with teh info on not driving and you being afraid of getting an assualt charge...really only thing you can do is get other neighbors involved and call the cops a shite ton. i dont care if you feel its a waste of thier time, keep doing it.

Cut his power to his house somehow. Break the breaker, cut the lines whatever. Put a camera where your power is in case he decides to turn the tables. Catch him fricking with your house. Chances are he doesn't have cameras on his house so do what you have to do and catch him in the act doing something to your house. Boom. Arrested. Play dumb the entire time. "we didn't do anything to your house" "a squirrel probably chewed the wire"

You seem like a kindhearted person. You need to be down for this fight or he’s just gonna keep it up. He’s like a kamikaze or suicide bomber. He doesn’t care.
If you care at all about his feelings or how it will look on your end to the cops he’s winning. The neighbors have to come into play but if it’s gone on this long not sure how much they care.
Make a nightly visit from the cops a thing.
