Most of this is due to lower gas prices due to a record production year for the petroleum sector.

If something goes up 40% and then drops in price by 2%, it’s still considered an increase

Not when you are talking about a specific time period, in this case a month. I am not arguing how accurate the numbers are (the only thing I have actually noticed go down is gas) but your suggestion is just incorrect and you have to know it.
Now if you said it doesn't matter it went down X% this month because it is up over XX% this year I would agree with you on some levels.

The interest rates for houses were over 8% but now cause they are only 7%, I’m definantly gonna by a house
