Possible terrorist dry run in Bossier CIty?

"The Fire Department disrupted 2 items - a suitcase and what appeared to be a pressure cooker or some kind of cooking pot that was inside the suitcase," Natale said. "No explosives were found."
Although no explosive was found in the suitcase, police are looking for the person who left it behind.

It's probably much ado about nothing, but I can understand why LE takes an abundance of caution in these instances.

If it was just an empty suitcase, I would agree, but who leaves a cooking pot (pressure cooker?) lying around inside one. Somebody is up to something or trying to play a sick joke.

Why in the world do you need to do a dry run. And why in the world if your doing one would you go on and stick a pressure cooker in the damned suitcase? That's not suspicious..
