Prescedent and studies all show between 8-15 years depending on severity and infrastructure.

Well, you're a shoe in for the talking out of your arse award today.
The majority of LP schools are just fine. Other than a few exceptions, the flooding hit the Denham Springs schools.
There are plenty of LP schools that are dry and can take on the displaced DS staff and students. This coming school year will be a little nuts for them all but they'll get by.

Makes you wonder if this could help the EBR school system. I would think any displaced families that could be staying in EBR would need to send their kids some place close.

15 put of 46 schools in LP had damage. Teachers from our school, which is acting as a shelter right now, will be headed over to two of those schools in DS to help clean up today and tomorrow.

I have a friend who teaches there. I didn't say the building wasn't nice. I'm saying they are still not buying in to technology in schools. If they have a one to one laptop program I am not aware of, you can enlighten me.

You had population shifts with Katrina for really two main reasons:
1) People were put in shelters out of town (or out of state) and had no ability or desire to return.
2) There was a lack of employment opportunities in the NOLA area for a while after the storm.
I don't really see a lot of those things happening in the BR area. They never sent people way out of town - people are being sheltered close by. There are jobs in the area - Most of Baton Rouge and a decent part of LP and AP are ok.
The schooling will work it self out. In a couple of weeks there will be trailers on site at some places, some schools especially high schools will platoon, etc. The only reason that is not currently happening is because they need some time to get bus transportation issues worked out (not to mention new buses for the ones that flooded) and teachers and staff are digging out their homes.

FEMA flood insurance rates are grandfathered so if the base flood elevation is raised the rates really don't rise that much for people with existing insurance.
But if you don't have insurance at the time the new elevation is set then you are facked. A couple near me let their insurance lapse and then they got a quote after the FEMA maps had been changed. The quote was $26,000/year.
People really need to buy insurance before the maps change. It does take a while and there is a review period. But don't forget to do this.
