Well, it is a lot more violent on a per capita basis than Chicago is, as are New Orleans, Birmingham, Memphis, and a whole lot of other cities both around the South and elsewhere.
If this girl was from Lawndale like the article indicates, that is a rough, rough area of the city - probably one of the roughest neighborhoods anywhere in America. I'm not surprised that something so vicious could happen like that there without anyone reporting anything.
The mentally challenged kid getting abused on FB Live was in a nice suburb - that made it a bit more surprising in that sense.
