Plumbing question/need help

Having trouble with a toilet at my mother's (86 yrs old, no pic's, no PIIHB or WYHI jokes please) house.
On a normal flush, water drains from the tank and just circles the bowl. Waste never gets flushed out so it makes for a nasty bowl situation. However, when I dump water from a bucket straight into the bowl, bowl contents flush and everything works as intended. Toilet is 50 yrs old, so I'm thinking there may be stoppage between the tank and the bowl outlets.
Any help appreciated.

Replace the toilet. Newer toilet use much less water and flush better than those old toilets anyway. Not an expensive thing to change.

pretty damn odd sounding. when you flush with the tank top off, does the tank look like it is emptying properly? does the flapper close before the tank is empty stopping the flush too early? is it full up to the normal level before it is flushed?
I get the feeling that the flapper ball that stops the hole at the bottom of the tank is busted, so it is not catching air. This will let the flapper ball close too early resulting on only half of a flush. Try holding down the flush lever until the tank empties and see if you get a complete flush that way...

my guess is that the tank flapper isn't opening all the way and thus the bowl isn't getting enough of a rush of water to create the temporary siphon which makes a toilet flush.
Try reaching in and manually pull up the flapper.

You have to have enough water present in order to create the flush. It's all based on water pressure. Seems like not enough water is coming out of the tank and not all at once.
Flapper problem, IMO.
Even if the toilet is that old, I wouldn't run out to buy a new one just yet.
Do note, there are quite a few folks that want old toilets and not the new ones, since the old ones flush way more water per flush than the newer ones allow.

A 50 year old toilet is better than the ones made today. There aren't but a couple of parts in a toilet tank.

Seems like a water pressure issue.. check the stopper in the bowl and or just change out the bowl mechanics. Easy and cheap.

Is the chain lifting the flapper in the tank all the way open when you flush it?

The vent in the roof maybe clogged. Get on the roof and run a hose pipe down it then blast it out with the water on full blast to try to clear any obstruction.

Check the flapper chain. I have a very old toilet and had the same issue one time.
If for some reason you do want to change that toilet out, there are lots of people who would buy it or take it off your hands.
