The Tammy Grimes Show was the 1966-1967 season. So that dates the TV Guide issue.

I knew there had to be a good reason. My grandmother use to talk about being able to watch chickens under the house through the cracks in the floor. She carried her baby sister around in a shoe box while working cotton fields in Sheridan arkansas.

If it is a sod-roofed house the paper would help keep the dirt from the sod from falling through the cracks between the boards and onto everyone and everything in the house. Not sure where the photo was taken, but homes in Kansas, Oklahoma, and Nebraska, as well as other prairie areas frequently had sod roofs well into the 1940s.
