That is SPEED! Available to all manner of military in different countries in the 1940’s. The first cut was insanely overlong and didn't work. Editor Ralph Rosenblum decided to cut everything not dealing with the Annie Hall character, making it a film about his relationship with her.
Allen saw Rosenblum's cut and approved it, changing the title to Annie Hall to better fit it
