This is a joke, right? The Queensboro Bridge was completed in 1909 and it's called the 59th Street Bridge because its Manhattan end is located between 59th and 60th streets. If people are gullible enough to believe this was a picutre of Manhattan in 1938, there's another bridge they might be interested in, in Brooklyn.
