I loathed every day I spent in what I discovered to be the largest city in New Jersey.
My suggestion is to take the high speed train to Manhattan's Penn Station. I think the people in New York might actually be nicer.

Monk's Cafe is my favorite bar in the city and isn't too expensive (great mussels). Johnny Brenda's is usually ranked among the best bars/restaurants (american food/farm-to-table). You can go there then hit up Frankford Hall (beer garden with Jenga/ping pong) because they're right across the street from each other. Fette Sau is also right there and has a great whiskey collection and BBQ.
Honestly, Philly is a food and bar town. Too many places to name and it depends on what you want to eat.
Everyone hit the main things to do. If you're a history buff, then Eastern State Penitentiary is the world's first penitentiary and was home to Al Capone. It's kind of rundown but still good for an hour or two.

I'm a fan of scrapple so I suggest finding scrapple and eat.
Jim's was a better steak that Pat's and Gino's. Never had Tony Luke's. I stay in the Rittenhouse when I go and the square in front is nice if the weather is good and there is a nice corner grocery a block up with great coffee and food.

Don't forget to wear a Romo jersey and 10 gallon Cowboy hat. You'll be welcomed with open arms pretty much everywhere you go.

My wife and I really enjoyed downtown but honestly outside of downtown is a shithole
It's a blue collar depressing NE dirty city. Downtown is cool though. Very walkable and ate and drank at some cool spots

Really just depends on where you go.
Immediately outside of Center City can get sketch to south and southwest IIRC. NoLibs and Fishtown (North, Northwest of Center City) look run down but, much like parts of New Orleans, they are in the middle of a "rebirth". Lots of great new restaurants and bars opening, a lot of refurbishing, property values on the rise.
If you follow Kelly Dr. northwest you'll wind up in Manayunk/Roxborough which, for the most part, is very residential and quiet...then you'll also be near the Main Line which is where all the wealthy people are.
Do a little research beforehand and Philly is a wonderful city, even the outskirts. I actually prefer it to NYC.

Week isn't enough time but pretty much a good list of places covered so far.
Reading Terminal Market is a must, Franklin Fountain and the next door chocolate store (same owners), go do some serious bar crawling (hit up the Barcade on Frankford Ave), visit the historical places but don't waste too much time on lines for them, and bring good walking shoes.
