Parts of Philly are rough. Its rougher parts are really disgusting, but it's trashy all over. Even the supposedly safer neighborhoods in S. Philly are trashier looking than Juarez.

San Antonio hoods are probably some of the safest in the country for similar size cities.

Juarez looks like an absolute hell hole near the El Paso border. I've never been to a Philly hood though.

One is obviously much cleaner than the other.
Juarez folks seem to be walking somewhere, with a sense of purpose. Philly folks just mill around and block traffic.
Philly folks still have the cellphones and relatively decent looking vehicles.

Meh posting this as I sit in Juarez and it's honestly not that bad, and some areas are actually very nice. I've never felt unsafe here, which I can't say about living in NOLA, at minimum they at least have police here compared to NOLA.

Have the reasonably priced dentists left Juarez, and are the steaks still great (that you can walk to, for a meal, from El Paso? It's been three decades since several visits to Juarez.
Visits to Philadelphia have been more recent as a friend lives near Flourtown, just over the city limits. We were awestruck by the architecture and workmanship that went into so many homes (made of stone) on the other side of the city limits. Sadly, it was easy to see the 'bones' of the houses because the landscaping was gone and the windows and doors missing. One Saturday we thought to drive from Chesnut Hill down to downtown. Husband was wrapped up in the architecture. I started feeling uncomfortable and pointed out the similarites with parts of NOLA, and would he drive in those neighborhoods on a Saturday afternoon. That simple question was enough for a turn around and retreat.

Quick, very true Juarez story.
We were at Bliss getting ready to mobilize and me and a few idiots decided it would be a great idea to go into Juarez and look for a donkey show.
We all pile into a cab and the driver is like, nah. We convince him and he takes us deep into Juarez and we walk into a very locals bar. As soon as we walk in, every eye shoots at our dumb asses.
I immediately walk to the bar and yell CERVESAS FOR EVERYONE, give them bartender 100 bucks and as everyone was cheering we GTFO.
One of the many dumb arse things I’ve done.
