Petition to allow left turns on red turn-lane light from 2-way streets to 2-way

when oncoming and ongoing traffic has a green light.
This is one of the most frustrating things on the road. You're sitting in a turn lane that has a designated light for the turn lane. When red (and no flashing as some states) you can't turn even if there's no one oncoming and ongoing traffic has a green light.
This is extremely inefficient by causing drivers to sit through at least one extra light cycle, if not more, waiting for the green arrow.
Would people be capable to be trusted turning left of red in this instance?
I've seen states where they have flashing red lights in this case (North Carolina, Michigan, etc. for instance), this needs to be the norm.

Several towns in West Virginia along the Ohio River don't even let you take a right on red. That's the most annoying

Dallas has tons of blinking yellow arrow lights all over the city. Have to agree with your premise when nothing is coming but giving some of these drivers a blinking yellow is absolutely cringe worthy during moderate traffic. The constant close calls give me goosebumps, especially when you're next in line and a frick up usually means you're in the path, too.

Anyone who listens to Adam Carolla knows to run these fricking lights and not sit there like a bitch.
Edit: And yes, that means going around people sitting at the red arrow and cutting in front of them.

I personally think light make a lot of intersections much more complicated than they need to be. Growing up with had two stop signs to cross a four lane and I remember one accident, after that accident they installed lights at the intersection. After that day, there are weekly accidents where people run the red light and blind side people, my mother has had two cars totaled due to this.

They can fix this with the signals themselves - and have it yield on green, protected by arrow.

some states like New Jersey don't even let you take left turns period in places. In Louisiana in many places you can take a left turn on red, if the roadway is one way that you are turning onto.
Our biggest issue here is when can you go through a red on a neutral ground and when do you have to stop? I thought the rule was any neutral ground less than 25' you treat it as a yielding turn, any longer you stop for the second light. So many people you can tell, are confused by these intersections.

The issue with changing the lights is this would be cost prohibitive for the cities/states/townships/counties(parishes)/etc.
I doubt that would fly without an appropriation.

You can barely get fools to understand that when turning left they need to turn into the left hand lane. Now you want to throw this into the mix?

I think this is the way the light on Highway 16 near the Watson Walmart was. Problem was people weren't yielding on green (or they couldn't see around the oncoming left-turners stopped in the opposing lane across from them). After several fatal accidents, they switched it to solid red except on an arrow. So no, people can't be trusted to do what they're supposed to do.
It sucks for the many intersections that are designed like this, but I guess some traffic engineer studied it to figure out what the safest way to turn would be for specific intersections.

If we banned women drivers we wouldn't even need traffic lights. Men would just be able to figure it out. We have traffic lights because women are stupid. That's the only reason.

So we punish the many for the problems of a few? I've sat at that light for several cycles behind a long line of cars that could have turned over and over but couldn't due to red arrow.
