Petition: only rds should be allowed to start hurricane threads

Otherwise you will have slapdicks starting a thread every day for the next 4 months about every model run causing runs on TP, bread, milk and gas

A storm thread should only be created if there’s an actual storm to talk about. Threads being created about model runs 7+ days out should be put into one thread.

I think that is what rds was trying to do with his other thread, make on long discussion thread for the entire season. It kind of turned into the Claudette thread though when a separate storm thread wasn't started.
