One of my buddies pointed this out to me as a disease in the company I used to work for. I noticed that I did it as well and have been trying to make a conscious effort to stop since then.

It's an ancient speaking technique, to make a sound of acknowledgement while you think of what you want to say.
Watch some of Reagan's debates. He would constantly begin sentences with "Well..." while he remembered what the hell he was supposed to say.

Prefaces a lie. Giving them a little extra time before it rolls off the tongue. Hillary was/is notorious for this.
