If traffic was wide open and he was just chilling in the left lane, even after expressed interest from you to get him to move, he's a douche.

When I took drivers Ed around 97 or so, I remember them teaching us to flash to pass on 2 lane roads just to alert the other driver but in real world driving, I don't think I've ever seen this done

You seem to me under a misconception that people driving in the left lane can go whatever speed they want and that the speed limit doesn't apply to them.

If the right lane was wide open, technically Napoleon shouldn't have been in the left lane

ETA the one thing that pisses me off with African drivers. They don't even look at oncoming traffic when they enter an intersection. They just assume traffic will let them in. Every stinking time they turn right into traffic they are looking to their right and completely ignoring anything coming from the left. I wonder how many of those idiots die each year getting t-boned in the driver side door.
I heard that there and India like every wreck starts a fight, and if a car hits a bike, pedestrian or scooter, people will mob the car driver even if he wasn't at fault.

Slower is relative.
If you are going slower than someone behind you, you move over (if you haven't already).

No, it tells them "slower traffic keep right" saying, if you are slower than traffic, keep right. He was the "traffic" and the car in front was slower.

Show me where that was said. All I was implying was that the sign has shite to do with speed. It means what it says, and what the transportation department says it means. SLOWER TRAFFIC KEEP RIGHT.

i was in NYC last year and on a side street a guy was trying to parallel park in a tight spot.
one cab came flying up and immediately laid on the horn (nonstop)
a second cab came up behind the first, did the same thing.
3, 4, 5..and finally SIX cabs were stuck and all of them just wailing on the horn.
it was the funniest damn thing i ever saw..all in the space of maybe 30 seconds.
the guy finally got so flustered he just gave up and drove off with the 6-person horn chorus right behind him.

Yea it gets very interesting when a car (usually a dinky taxi) plows over a motorcycle (also a dinky taxi).

Sure, why not move over and let people pass in the passing lane? But I don't whine and/or flash my lights at people when they don't. As you insinuate, maybe they are from the South and therefore just stupid and not knowledgeable in the ways of road etiquette as they are up North (or in Texas).
I just go around them and continue with my business. I have seen other dumbasses flash people for a mile when the right lane was wide open for them to simply drive around.
I usually just drive around while the Northerner, or Texan, is stuck in the left lane flashing his lights at the dumb Southerner.
