I work in a strange dynamic. My boss wants the business processes to fail so he’d rather I do nothing. Email all you want. I just do what I know needs to get done.

Totally passive aggressive move……unless something is mission critical or you’re a known slacker.
I’ve had it happen years past and I’ve also had great bosses who spoke up and shut it down.

Along with marking every request as “critical” or “blocker.” Had a request to spin up some new hardware for a team that was marked as “blocker” and they were asking for an ETA within 20 minutes of ticket creation. Dropped everything that I was working on in order to get the request completed since it was marked “blocker” and they had CC’d my supervisor as well.
5 months later I get another request but on those same servers that I had previously configured but just needed a small tweak. I reached out to the same team about when I could access the servers since I figured they were under heavy use. Response back from the team was “Oh you can access them whenever you want, we haven’t used them yet.”

It doesn't bother me because I do a good job. Over the years, I've encountered a handful of people who simply won't reply to an email unless it's extremely important to them or their superior is Cc'd on it.
When I get an email and, for no discernible reason, my boss is Cc'd on it, I just assume it's because they themselves are the types who ignore emails unless their boss is Cc'd on it (ie: projection).

Why? People have a want to go straight to the head honcho, always have. If they have a direct line to that person it gives them more "power" in their little world.
NOW, a good boss will not respond and only let you do so. But like others said, it gives your boss a direct line for how good or bad of a job you are doing.

What if his supervisor/company requires him to send emails to the person expected to handle the situation and their immediate supervisor. He could be simply following his internal procedures.
FYI, I agree it annoys the shite out of me when I'm copied on shite I don't need to see. It gets to the point that I know whose e-mails to ignore because I know my team is going to stay on top of it and I don't need to get involved.

yeah but this is stupid because it's department level specific. his boss' internal procedures are to include him on everything. my boss' internal procedures are to only include him if he is actually needed.
so in order to do it right, you have to know every department's "internal procedures" which is not realistic.
"ok im emailing operations today and they do want their supervisor involved so ill include them."
"ok next email is going to a couple sales team members and they want their boss involved but only if it meets certain criteria and this one doesnt so i wont include them"
that's insane. how about we don't include supervisors and if the person's "internal procedures" are to include supervisors, then they can forward to whoever they want so that everyone is compliant with their internal procedures?

I do not disagree with what you are saying, but if his boss' internal procedures are to cc any immediate supervisor, he should only care about his boss's internal procedures and handle accordingly. He should not care if your boss sees the email and immediately questions "why the F am I on this..." because he does not report to your boss. It's unfortunate, but there are a shitload of micromanagers that make their way up the food chain and force their staff to do these types of things. In my experience, it's because they need to know what's going on, so they know what to take credit for and where to pass blame.

1987 I got placed with a new boss who would send me Sticky Yellow Notes attached to documents about 15 times a day and it consumed a whole lot of time trying to figure out the content , and provide him with a quality answer.
Then a computer showed up on my desk. The boss wanted to implement a local messaging service prior to the internet. After 4 weeks of not unpacking the boxes he asked that I get on line so we could communicate faster.
In a moment of frustration I told him our communications would move much faster if he would use whole thoughts. That insight fixed a lot of stuff.

CCing the supervisor gives them the option to weigh in on the discussion rather than hearing about it after the fact.
