Eliminate may have been too strong of a word, I agree. But why are states with empty hospitals and relatively few Covid cases still under stay at home orders? You can't deny that the rationale for the stay at home strategy shifted from protecting our health care system tosomething entirely different (however you want to describe it)

Basically the same reason slightly more lax restrictions are working in Sweden is that more Swedes are acting in the best interesting of society as whole and not trying to game the system for their own advantage. Poor folks but also big companies etc. . .
So, basically it is precisely the same reason people argue that many of their extensive social programs would not work as well here.

I think once the White House put out the reopening recommendations it gave governors a shield to hide behind. Now, they can reopen and if things get bad they can point to the federal recommendations.

The variable is projected healthcare capacity needed. Drastically overestimate how much capacity is needed and you shutdown too much and end up only using 75% of your existing capacity.
