What's your legal argument for the city being unable to declare a partially collapsed and unstable building as a hazard that must be demo'd?

The attorneys will fight them and the judge will decide what happens to the excising structure

yes she pretty much can as long as correct procedures are followed. While the site is private property the building can only be constructed at the city’s discretion.

a permit is exactly that...permission
