If it's a young child and they aren't really disrupting anything, it doesn't particularly bother me.

I've seen wait staff have to dodge children or almost trip over them. I'm not a parent, but it should not be that hard to keep your children in their seats. If you can't, take them outside for a break.

I don't think I have ever seen this other than at hole in the wall Mexican joints

Exactly. The "kids will be kids" statement is bullshite to me. Kids can be disciplined and taught how to act.

I always chuckle when I hear people say "kids will be kids". "Yet at some of the chinese take out places I go, the kids are sitting unsupervised, doing homework, and being quiet while the parents work.

we have a local burger place that has a little play area set up for kids right beside the bar/patio area
its awesome
mom and dad can sit, drink, relax while the kids play with other kids away from everyone, but still in eyesight

I can't think of very many. I'm sure the parents take them home and find "creative" ways of disciplining them though.

I loved a lot of things about Germany, but one was definitely the de facto "kids are meant to be seen and not heard" policy. People would tell parents to take their screaming brats home in a second. And that goes for restaurant staff and other patrons.

What kind of restaurant we talking about? I generally let my kids be mobile (not intrusive) at places like Chic Fil A or a non-busy Jason's. If the restaurant has a waiter/waitress, my kids are in their seats.
