Respiratory movements start around 9 weeks. There's no actual breathing until after birth. As far as functioning, it depends on your definition of functioning. What would your cut off be? One could go so far as to say a zygote is functioning, and the sperm and ovum are also functioning individually before conception.
It's all very subjective.

I know a girl who has that disease and she had a child about a year ago, who also has the same disease. While I don't think the child should have been aborted, I do wonder why she didn't adopt. This woman is deaf and has had surgeries her entire life because of her disease. Why would you want to pass that on to your kid?

Amniocentesis is done at like 14 weeks so I don't think it would have been any earlier than that at earliest.

I find it difficult to believe that anyone would brand a couple as cruel for keeping a child. Certainly no one worth listening to would do that. I find it easier to believe that someone would make up the "neighbours" who supposedly "branded [the father] cruel" to make their story sound more compelling than that any neighbor would do that.
So, until someone gets quoted or identified as the "neighbour," I say that part of the story is BS.

I have no problem with them knowing about this beforehand and keeping the baby, but I also wouldn't have had a problem if they wanted to abort it
My thoughts exactly. Abortion is a tricky subject for me that isn't as black and white as others treat it. My opinion depends on the circumstance.

I see no issue with ugly people breeding. I do however have an issue with DUMB people breeding, which seem to be the same people as those criticizing this family for keeping this child. How on earth would a neighboring child with a disfigurement effect your enjoyment of your own property? I can't see how that would make your property value go down. Nor could I see how it would keep you from going outside.
I worked with a guy who had this type of disease, and although it was tough at times to understand what he was saying, he always was upbeat about life in general.
Props to the parents and hopefully their daughter will have their positive outlook on life.
