That said Uncle Sam spent a lot of money teaching me how to destroy bridges and I spent a lot of time with other Engineer officers who were degreed many of them CEs doing battle damage assessment on bridges and setting field expedient load and usage restrictions on them.

They’ll heat it up and it will draw right back into shape.
Amazing process to watch. I got to see these guys from Minnesota bend one back that was a full 90 degree bend. Amazing.
No force. Just strategic heat.

They either over designed/over spent or it should be shut down and repaired.

This happened on an I40 bridge in eastern OK and what happened was the stuff of nightmares.

so that part would be the pedestrian walkway, so not a lot of load there if so.
Since I am a lard arse, I might go run up there to stress test it. It is actually pretty fun running up and down that thing. It is The closest thing Houma has for a hill to run up. Bent beam or not, it can get a little shaky with the right 18 wheeler crossing the bridge.
The sad thing is that the planners did not add any street lighting so it is pitch black up there except for headlights at night.
With as many people utilizing the bridge as a fitness aid or pedestrian walkway, you would have thought the Parish or state would have installed lighting either on the bridge itself or along the litter fence to light the path. Like most Louisiana bridges, the state put pads for light poles, but I think DOTD leaves lighting a bridge to the local or parish entity. I remember Terrebonne spending a nice wad to replace the lighting on the Schriever Overpass despite it being a state bridge.
In the near 30 year existence of those bridges, no one has brought up lighting that bridge for the safety of the walkers that use it for exercise and for traffic.

Still way safer than the Lake Charles bridge.

Not an engineer, but it's definitely lost some load bearing capacity.
Some drunk baw from LADOT said it's good so it must be.

And just like the Sunshine Bridge incident the taxpayer will foot the bill rather than the company that wrekt the bridge

Maybe that is the same guy who gave the green light on the Hard Rock project in NOLA...

I can't be the only one that read the subject and thought of this:

Licensed PE here. All they need is a sign that says: 'say a Hail Mary before crossing bridge'.

Speaking of old movies, fun fact before Twin Spans were built there used to be a draw bridge there.
In 1980’s, the made for TV movie Three on a Match filmed a bridge jumping scene on the old draw bridge.

It’s weakened, but no one can say how much. The state engineers probably determined that the bridge is structurally sound even without any contribution from that beam.
It is easily fixed by adding plates to span the damaged area, seal welding, and replacing the flange section.
ETA: I don’t know shite, since I’m a EE, but I’ve been around enough structural engineers to have picked up the gist of it.

Additionally, the Houma tunnel is reported to be under water.

OP - Where did you get that photo from?
That photo looks like the damage from the 2022 collision that the same bridge sustained. I haven’t been able to find any photos online from the most recent collision.

That bridge is compromised.
Girders like to roll over when under a load , and those cross members that are in between the girders are placed there to keep the girders from rolling over. If one girder rolls then you may have a cascading effect which is not good. Those cross members are bent. It is compromised.
Trial lawyers are salivating.
