I know that it's not outlawed by the Geneva Convention.
I know that it's not indiscriminant, like a floating cloud of gas is.
Does it suck to get burned with it, sure.

Used to work with a guy who did a couple tours in Vietnam. He said they had these big glass tanks filled with water and the guys that got hit with WP grenades would get put in there. They'd turn the lights out so they could see where all the WP shards were then they'd remove them.

You're talking about the use of white phosphorous as a camouflage-like smoke screen, not when it is used, intentionally, in residential areas as a chemical weapon to burn people.

The evidence is, at very best, extremely dubious that is what was done in Fallujah.

Even if true, I believe everyone in Fallujah was told that if they remained in the city after the evacuation period, they'd be considered a combatant.
