I've had them due to a potential dam failure. Not sure if that is a potential around you.

Takes time for rivers to crest. A warning would mean a river is above flood stage or will be very soon. Not necessarily correlated with forecasted rainfall.

Mississippi River outside of its ‘banks’ is considered a flood, even if it is nowhere near to the top of the levee.
