OT Lawbaws: Who owns strip between sidewalk and street?

In EBR, and within city limits of BR, can a homeowner tape-off their property at the street line?

We have a Christmas Eve neighborhood parade tomorrow and this a-hole, who does have the nicest house on the most prestigious corner, taped off his corner property at the street line...
Is this legit? Or does his property begin at the near side of the sidewalk?
Ie....can I rip that shite down?

Not that I would take up spot there, but just the principle of the matter makes my blood boil.... like who in their right mind would do that for a fricking neighborhood Christmas parade?

He owns the property but that may be within ROW

I admit, just me thinking about it is trashy, but...... he taped his property... that’s the trashiest part. This is a nice neighborhoood.... no need to get trashy, no need to bring the trash out in all of us 1990’s St. Thomas More alums that’ve been waiting 25 years to get trashy....

Very generally speaking, the ROW extends to the edge of the ditch on his side...since we’re talking trashy. If there is no ditch, and he didn’t pay for the sidewalk, he doesn’t own it. Unless he thinks he can keep people from walking down the sidewalk.

The property lines are usually a few feet before you even reach the sidewalk...most people are unaware of this. There are sometimes many buried utility ports in this area.
