We have a strange fishy smell in the office that occurs only during certain times of the day (usually around 12-2ish). We've checked the basement and crawl space...nothing. We've changed the air filters and in the attic and around the house.

Any suggestions what the hell this is? Something with the HVAC? Plumbing? Electrical?

Sounds like someone just starts to sweat around that time.

Or someone eats fish everyday for lunch.

Maybe you are close to a restaurant that sells seafood and its just coming from the outside air. Used to work close to a coffee shop, would smell it every morning coming through the air vents.

Sounds like someone in the building is heating up seafood leftovers and the smell is being moved slowly around after lunch time

Good chance it is overheating electrical wires.

Tell the secretary to take a shower and scrub herself thoroughly.

Well, clearly you are the one common denominator in this scenario.

I'm an electrical contractor, and I get lots of customers that tell me they smelled something like fish for a while before an electrical outlet would go out. Its usually either the outlet itself or the box melting. I never smell the fishy odor, it just smells like melted plastic to me. If it's between certain hours, it could be a circuit in a break room that you use for a microwave or other small appliance that has an outlet with a loose connection.
Just my two cents.

I have a strong sense of smell, and always pick up fish in my office. I think it is from coffee, but can't say for sure. Anyway, here is a breakdown of amines in coffee to support claim.

DM, EM, E, P, IB, SRT
DM – Dimethylamine – ammonia odor
EM – Ethylmethylamine – ethylmethylamine : — C2H6— NC + 2 H2 = C2H6— N— CH3. …. It has a strong ammoniacal and fishy odor. It is very soluble in water …… the active constituents of coffee, tea, and chocolate on the one hand
E – Ethylamine – ammonia odor
P – Propylamine – 1 : either of two flammable isomeric liquid bases C3H7NH2 of ammoniacal fishy odor ; especially : the normal amine CH3CH2CH2NH2
IB – Isobutylamine – A clear colorless liquid with a fishlike odor
SRT – Serotonin

It's probably electrical inside the walls.
