OT Experts. — Filling a Pothole

The City left a huge pothole on my street in Uptown NOLA. It’s been five months, and it is getting dangerous. I want to fill it.
How would you do it best? Base of sand with gravel on top? Large gravel or pea gravel? Other solutions?

Clean out all of the loose material. Buy some crush and run. Place in 3 in lifts. Compact as you go up. Put about 4 inches of wearing layer. You can buy black top in a bag at home depot.
