It started with the camera just showing flags or servicemen in the crowd, then he would say some words, and then he started bringing them out on stage for that part. Everyone loves it. Hell, that would be pretty cool if you were in the service and got to go out on stage in that moment, no?
During that verse, they would have several military folks (typically Marines in full dress blues) come out on stage and stay through the end of the song.
