I lived in Cobb County for a year or so. If you took MARTA it still required a decent car ride to a station, most likely in Dunwoody or Sandy Springs. I think his point was the refusal of the county to have stations there where trains could run to and from.
When I lived there, I'm not even sure there was MARTA bus service in Cobb County.
