Just from looking at it, it's a morse code training device. You hook a battery to it and when you push the black knob down on the key, two pieces of metal touch and it completes the circuit and the buzzer right next to the key buzzes. Since Morse code is based on short and long tones, that thing allowed the operator to hear what the receiver would hear and practice so they could send as fast as possible and hear what they were sending so they could make sure their technique wasn't sloppy and the message was still intelligible on the other end.
That's it. It's a board with a buzzer and a switch screwed to it that you hook a battery up to for power. It's a portable doorbell.
