I assume from a pharmacist's POV (especially if he is retail) he is only concerned about PHI but just the mere posting of a video or photo from inside a healthcare facility with patients and/or PHI visible is a HIPAA violation and the posting of any picture even outside the facility of a patient without WRITTEN consent is a violation as well.
While a HIPAA violation itself does not give rise to a private action depending on the state there are almost certainly multiple causes of action that could be filed by him or his family.

Who videoed this man, I'm sure he or his family didn't approve of the video. He has rights and that's wrong for someone to video inside his residence where they are supposed to be caring for him. The person should be fired.
