Because he would have had to fall up over a hedge and a railing to get to where he could fall up over the wall. Did you see all the shite the guy filming had to crawl over to get to the edge of the wall? There is no possible way this was a random accident. The guy had to disregard several security measures to put himself in a position to fall the 18' into the moat.

Enclosures at zoos are made to keep people out. You have to literally try to get into the area with the animals. You dont slip and fall into a tiger enclosure.
The guy apparently had mental problems and was up on the railing and fell in. Sad situation but I dont know what the zoo could have done. For all we know, they were coming to kill the tiger. They arent going to sit there with guns in hand and let the human die.

The fact he was struggling mentally is all the more reason to save him. If he wasn't thinking clearly, and fell in while on top of the barrier, he is an innocent human life
