Not quite there, only prizes above $5000 will automatically be taxed, prizes between $600-$4999 will be reported to the IRS and a W-2G will be issued. So not all prize money is taxed.

The winner doesn't have to report it until they claim the prize.

Lottery knows if the winning combination was sold.

That's why it's computerized.

Winners doesn't need to report anything. The states part of MUSL gives a report. Louisiana for instance only had 8 4white/pb, 218 4white, 524 3white/pb, 13573 2white/pb, 11449 3white, 86073 1white/pb, and 207193 PB ticket winners.
