1. This is literally racist. Not only does it exclude/include people based on color of skin, but it implies that non-whites are inferior and need assistance to keep up with whites.

ETA: or, probably, Indians (the dot kind). Basically, I think they just mean "people of color" is black people.
Nothing gets a group of people to find motivation and become self sustaining like just giving them money.
If they instead said that they'd give $500 worth of technical or trade-based training to low income people, I bet they'd have maybe a few show up. But free money? Yeah, that'll change the culture of entitlement
