why dont you talk to him first. Tell him that since its from a women's clinic and he wasnt sick, you'd expect him to come in to work around the appointment.
maybe he's lying or maybe he has a legit excuse. To call around to see if he is lying is a bitch move. Do that after you talk to him if you dont believe him

It's not a HIPAA violation to say he was there and at what times. It IS a HIPAA violation to say what he was there for and any personal information. That's why the excuse note is okay in the first place.

No, not at all. He has used up all of his time though and he has attendance issues. So the note would help to explain an unscheduled/unexcused absence. When he told me that he had the appointment and wasn't coming in, I told him that he needed to bring a note (he was going to be there anyway, so shouldn't have been an issue)..

Actually it is, you can not just start calling dr offices and ask if such n such had an appointment and what time
However it is not a violation and should not be a problem for any doctors office to verify the validity of a note written on their stationary

True that. Total HIPAA violation to say that he was there and what time he was there unless he gives consent. Verification of stationary is fine, though. I'm more concerned over a shitty workplace needing a doctor's note to miss for sick days.

A doctor's office can give anyone an excuse who asks for one. It's not a legally-binding absence. Plenty of dads accompany their wives/mothers/children/etc to clinic, we write a note stating they were present on a certain day. Sometimes, if they're sick (and my patient), I ask for them to be excused for a certain amount of time longer than they were in my office. You, as an employer, can do whatever you want with the note or recommendation.

I don't question why someone goes, or that the doc left them a note about being out.
We have policies which take this sort of thing into consideration. So he's have it on the record. Having a doc's note, doesn't excuse his absence, just means I might not fire him today if he's at the limit.
If he's at the limit...well I've seen too many go not to figure they'll get another one soon enough they won't be able to explain away.
